Roles and Responsibilities

Title: Chair

​

Purpose: The board chair is the senior volunteer leader of the Chapter. The Chair oversees efforts to build and maintain a strong chapter by setting goals and expectations for the chapter and cultivating leadership among individual chapter officers.

​

Key Responsibilities:

  • Works with leaders and chapter members to develop professional development programming that will appeal to chapter members.

  • Works with the ASPA liaison to establish the guiding principles, policies, and mission for the organization — for example, by initiating a regular review of the organization’s strategic plan and mission to keep them fresh and relevant, and by establishing metrics to measure success.

  • Oversees the budget of the chapter and assumes ultimate responsibility for the integrity of its finances.

  • Leads and facilitates chapter meetings by making sure that the agenda is closely followed and every officer has the opportunity to participate in discussions.

  • Works to identify and recruit new board members who bring important skills and knowledge to the chapter.

  • Guides the work of the chapter to secure new and renewing members for ASPA.

  • Speaks for the board in the event of a controversy or crisis; oversees the development of communications policies; and works to promote the work of the organization in conversations, speeches, interviews, and other day-to-day activities.

 

Title: Chair - Elect

Purpose: To preside in chapter chair’s absence and prepares to assume the office of the chapter chair

​

Key Responsibilities:

​

  • Attend all chapter meetings.

  • Carry out special assignments as requested by the chapter chair.

  • Understand the responsibilities of the chapter chair and be able to perform these duties in the chair’s absence.

  • Report on executive leadership activities at chapter meetings.

  • Participate as a vital part of the chapter leadership.

  • Fills the office of chapter chair should that office become vacant, and subsequently fills the office of chair for a regular term as is entitled to the chair-elect.

  • Assists the chapter chair in the execution of his or her duties.

  • Performs any other duties as assigned by the chapter chair

 

Title: Treasurer

​

Purpose: The treasurer ensures that current financial records are maintained, reflecting the financial condition of the Chapter. These records will include cash, outstanding advances, investments, accounts receivable and other assets, accounts payable, and fund balances.

​

Key Responsibilities:

  • Subject to the direction and control of the chapter, have general charge of the financial affairs of the organization.

  • Collect and receive all money due or belonging to the organization and provide receipts.

  • Disburse or obtain authorization for disbursement organization funds as may be directed by the chapter, creating and securing proper vouchers for such disbursements.

  • Keep and maintain adequate and correct accounts of the organization’s properties and business transactions, including accounts of its assets, liabilities, receipts, and disbursements.

  • Prepare and submit to ASPA National all end of year financial and leadership reports to include: Chapter Reporting Form and Chapter Financial Report.

  • Render to the chair and board members at each monthly chapter meeting or whenever requested, and at each annual meeting, an account of any or all transactions as treasurer and of the financial condition of the organization.

 

Title: Secretary

​

Purpose: To ensure that actions of the chapter are documented.

​

Key Responsibilities:

  • In advance of meetings, provide written agenda.

  • In advance of meetings, distribute to chapter officers appropriate background information on subjects to be discussed.

  • Prepare and provide written minutes to chapter officers and members in the specified time.

  • File the approved minutes and maintain the official list of chapter officers members in accordance with Roberts Rules of Order procedure.

 

Title: Council Member

​

Purpose: To help facilitate the programs, activities, and needs of the council.

​

Key Responsibilities:

  • Attend 60% of all chapter meetings.

  •  In advance of meetings, review agenda and minutes from previous meeting.

  • Actively participate in chapter events.

  • Offer suggestions on speakers and program ideas.

 

Title: Communications Manager

​

Purpose: To ensure members and the public receive effective communications in a timely manner.

​

Key Responsibilities:

  • Manage website and social media marketing campaigns.

  • Create and manage all published content, including flyers and informational newsletters.

  • Monitor and respond to social media questions.

  • Manage and oversee design of Facebook, LinkedIn, and Twitter accounts.

  • Manage and respond to chapter email account.

  • Administer chapter’s Emma distribution list.
